OpenGL.Org sent along the following information:

"The ARB approved the ARB_fragment_program extension at the September ARB meeting, providing a standardized interface for low-level, user-defined fragment, texture & fog programs. Benj Lipchak of ATI led the fragment program working group, which delivered a final specification to the ARB within less than 3 months of starting work. The specification was immediately approved by the ARB as a whole. The extension's fragment programming model is designed for efficient hardware implementation and to support a wide variety of fragment programs. The extension specification can be found in the OpenGL Extension Registry, and some vendors will begin shipping implementations in the very near future."
