Michael Fötsch updated his site with a new tutorial on "Triangulating and Extruding Arbitrary Polygons." Here's a clip:

" This article demonstrates how you can take advantage of OpenGL Utility (GLU) functions to triangulate polygons for use in Direct3D applications. In this tutorial, we'll generate meshes from arbitrary polygons (convex as well as concave polygons and polygons with holes), including the polygons that make up TrueType fonts. In addition, we'll explore an easy way to retrieve the glyph outlines of text strings--by using the GetPath GDI function. "
