I have a dynamic texture without mipmaps in my direct3d application. Anyone knows where can I find a good minification filter (better than linear) implemented as a direct3d .fx effect for this non-mipmapped texture?

Can't you enable automatic mipmap generation? That would get you to box filtering at least, which is better than linear.
