I have MaxSimultaneousTextures = 2. So if i set the same texture to blend stage 0 and 1, it counts as two. What i want, is that 3 blend stages read the same texture, but with different texture coordinates. Is this possible without shaders?

Yes, it is on some drivers, for the geforce 1 & 2 line of cards. However, later dx9 runtimes may prevent this from working, so you should test that before relying on this.
