is there a way to know if the debug runtime of directx is selected in a system from a running application?

I could not find such a query function in the API documentation. But there are some registry keys associated with this, which you can poll to check the current state (using GetProfileString(...)):

HKEY_LOCAL_MACHINESoftwareMicrosoftDirect3DEnableDebugging
HKEY_LOCAL_MACHINESoftwareMicrosoftDirect3DFullDebug
HKEY_LOCAL_MACHINESoftwareMicrosoftDirect3DLoadDebugRuntime

For the other components similar keys exist.
